Public Spaces Protection Orders (PSPOs) came into effect in Tunbridge Wells under the Anti-Social Behaviour, Crime and Policing Act 2014.
PSPOs are intended to address behaviour that is detrimental to a local community’s quality of life by imposing conditions on the use of public spaces. They are designed to be flexible and offer support to law-abiding citizens who use and enjoy public spaces in a manner that the majority would expect.
In September 2018 Tunbridge Wells Borough Council (TWBC) introduced three PSPOs with a range of conditions to address anti-social and other unacceptable behaviours. PSPOs have a maximum lifespan of three years after which they must be renewed, varied or discharged.
A report to the TWBC Cabinet in June 2021 summarised the current Orders and made a proposal to consult on several changes or additions. You can view the report and appendices on pages 263 to 286 of the public document pack.
While TWBC intends to retain much of the 2018 Orders, there are exceptions. The purpose of this 2021 consultation is to allow residents the opportunity to express their views on the amendments and some additional opportunities we might take to define how our open spaces are used.
The amendments we are consulting on, include:
- a ban on dogs at The Nevill Ground
- a dogs on leads requirement in part of Dunorlan Park
- controlling overnight access at St John’s Park
- addressing anti-social behaviour at Sherwood Lake and in our town centre multi-storey car parks
